In 1976, JJC was established to provide residential care of youth in the juvenile justice system, and ten years later the agency set up an additional group home for these youth under the auspices of what became known as Services to Delinquent Youth.
Foster care for dependent children was started in 1988 and expanded one year later into two foster care programs, Services to Young Children and Services to School Aged Children. Late 1990, because of the increased size of the agency, JJC moved into our current building at 100 W. Coulter Street in Germantown.
The additional space allowed us to develop a third foster care program, called Services to Intensive Needs Children, a program that catered exclusively for our most needy children.
In July 1991, JJC expanded into in-home services, setting up the Services to Children in Their Own Homes and the Home Based Delinquent Services program. In 1994, JJC began providing adoption services and in 1996 the agency established its own mental health clinic, providing psychiatric and psychological services and therapy for our children. Parenting education, in a program called "Parents in Training", was started in 1997.
In late 1998, we changed the name of "Services to Delinquent Youth", re-naming it "Residential Services", to encompass both delinquent and dependent group homes.
JJC opened HOPE Charter School in 2002 to serve "at risk"
